There's a lot going on, and immigration law is notoriously labyrinthine. But it's still wild both that (1) the Trump administration is trying to treat millions of non-citizens who have lived here for years/decades as "arriving aliens"; & (2) *hundreds* of courts have (almost unanimously!) said "no":

It seems fairly clear that Donald Trump thinks gravity makes water flow "down" from the Pacific Northwest to California, because there is absolutely no system that connects the water in Oregon and Washington to Southern California.
Trump: "I've been fighting with them for a long time about allowing the water to come down from the pacific northwest. We actually opened up that water pretty strongly, we got a lot of opposition from the governor. We opened it up anyway and the water is coming down...they've gotta allow full water"
