The constitutional remedy is impeachment, if Congress ever wants to be relevant again.
What Noem is doing here is creating a deliberate conflict between Article I and Article II. She is saying that despite a law duly passed by Congress barring her from this exact action, she can deny access to Members of Congress anyway "to protect the President's Article II authority."
