This is a big common feature with a lot of the criticisms leveled at 4E back in the day: people would describe a thing from a video game (cooldowns, taunt mechanics, belts full of health potions Diablo style) and say 4E was doing that, and then 4E wasn't actually doing that

If you're a TTRPG game designer making a rogue and steal nothing else from 13th Age, please steal this. It solves so many issues I have with the hide-attack-hide loop I see in a lot of traditional F20 TTRPGs.

When I worked on social features for online games, my favorite test for whether we were taking player safety into account was the "Ex-boyfriend Test", as in:
