Words matter: The last time the US Congress formally declared war was 1942.

Every war since has either been authorised by Congress (inc. Vietnam, Afghanistan, Iraq) or authorised by the UN and funded by Congress (inc. Korea, Libya), with some other strikes etc done under presidential authority.
