They were permitted, but there were more people than on the permit, and the priests, clergy, etc stepped forward to offer themselves for arrest.
There's some confusion around these arrests.
I understand that they weren't permitted (I haven't read the details yet) so they're being arrested on a technicality.
That doesn't make priests wrong. This is exactly what civil disobedience is: breaking laws to advance justice.
