6 million gallons per day is about 20 acre-feet/day. Or about 7,000 af/yr. Over a 20 year lifespan, that's about 140,000 acre feet, for a cost of $120 million

So a little less than $1,000 per acre-foot, which, for a municipality, isn't really all that expensive.
