Judge Hala Jarbou, a Trump appointee, said the law does not require the state to turn them over.

good thread documenting what's going on here but I think it's important to emphasize this is 100% on the judges. If every DoJ attorney headed into federal court knew that this sort of behavior would result in immediate sanctions or recommendations for disbarment from a federal judge, it would end.

I really can't stress enough that this is an Obama/Trump era problem. When I was a kid in PR, you might lose power for a day or so after a big storm but it was basically like living anywhere in the US.

That changed with Obama's PROMESA act and got worse when Trump gave our grid to LUMA
Puerto Rico hasn't had reliable power in a decade.

The grid sends occasional surges through the wires that fry appliances.

Electricity rates are among the highest in the entire U.S.

Heat waves are getting intense in the summer, and outages mean A/C is no guarantee for an aging population.
