Can someone explain to me how you force generate and manage unit lifecycle for MLRs when there are only two of them and their elements are PCS instead of rotational?

While forecasting itself is epistemologically fraught, it does end up being grounded in the quantitative rather than the qualitative. Number of tanks; number of missiles; number of troops. There's some doctrine and performance numbers you can factor in.
