If you're surprised that Rand Paul is reflexively against the use of military arms you're not paying attention. He was against supporting the Ukrainians and the Israelis for the same reasons; he was and is an isolationist.

I *guarantee* you with a 6-man bullpen, you'll see guys go past 100 pitches. There's really no other choice, because you back yourself into a corner within 2 games, basically.

They don't let guys go deep now because they always have a rested arm to go to. Guys barely go back-to-back in-season now!
Idk, I feel like the most likely move is gonna be to try and ride guys longer at max-effort and accept the risk of injury rather than trying to dodge it.

Like, right now teams basically never let a pitcher go an extra inning with a pitch count of 100+. Change the rules, they will.
