The desired solution seems to be a tribute-based economy, where trade deficits are financed by inbound investment flows from countries believed to be dependent on US demand and/or defense, but entities doing the investment have zero control over the investment or income from it.
I cannot emphasize enough that increasing foreign investment in the US and shrinking US trade deficits are in direct, irreconcilable tension w/ one another.

Again, the Dept of Defense was not previously known as the Dept. of War. The Army was previously the Dept of War & a cabinet position, same with the Dept of the Navy. In '47 they were combined (w/ War renamed Army & Air Force split off) as the National Military Establishment, later renamed the DoD.
Trump: "We have officially renamed the Dept of Defense back to the original name, Dept of War. And remember we won World War 1, we won World War 2, we won everything in between. We won everything that came before. And then we brilliantly decided to change the name. We became politically correct"
