Starfleet has Horta members, who can neither run, walk, nor climb, and who require a Teflon spray coating to exist in an oxygen atmosphere,

If you can accept that a Horta would be able to serve in starfleet, but not someone who uses a wheelchair, that's a staggering failure of your imagination.
I have a friend who said, of Starfleet Academy, that this took them out of it - that seeing a person in a wheelchair in the 32nd century seemed unrealistic, since medicine in Star Trek "should be able to cure whatever was wrong with them."

That's not the case, for any number of possible reasons.

The United States is purposefully blockading Cuba from accessing fuel that powers everything from grocery stores to hospitals. People will die. Children will die. What's being done to the people of Cuba is monstrous.
