Crying in procurement, I’d say “how to ask a question properly (and what questions to ask)” actually is a skill that many have not mastered. (But training on how to use the lie machine won’t solve that
Next bit is about learning new skills for a role transition. Actually, a bit better! Although questionable advice, but we'll overlook that for now.

I can't help feeling that people needing training on "how to ask a question properly" is indicative of something broader going on here.

It appears that the Rwanda claim against UK is not based on a badly drafted termination clause, but...

...because the current government did not formally terminate the contract in time, hence the payments still due and owing.
