Petitioner German Antonio Lopez Santos ("Petitioner") (Doc. No. 5]. Defendants Kristi Noem, Pamela Bondi, Todd Lyons, and Stanley Crockett (collectively,
"Respondents") oppose the petition (Doc. No. 8].
