There has never been any question about this, it has been Johnson's stated position this whole time, and it's what House rules and precedents unambiguously require. Seating new members takes automatic priority over any other business. They've only been delaying by not doing any business at all.
BREAKING via Punchbowl

“Speaker Mike Johnson plans to swear in Rep.-elect Adelita Grijalva (D-Ariz.) before the House votes on a government funding package, according to sources familiar with the planning.“

A Fullerton police officer intervened when he saw a man in plain clothes pointing a gun at a female driver on a busy street in Santa Ana. The man later identified himself as an immigration agent and accused the driver of "following him" during an "operation"
Fullerton police stop man pointing gun at female driver, only to learn he is ICE agent
A Fullerton police officer told the agent he couldn't help 'with someone following or recording him if no crime had occurred.' Under state law, local police cannot enforce federal immigration law.

Speaking of that… ‘motion to agree to rules’ here is wrong; not only is it done by resolution today, but it was also done by resolution in the cited precedent.
Swearing in a member takes precedence over literally everything except adjournment or recess (and in certain circumstances not even that).

Wow — Casada wasn’t the only Tennessee Republican getting a Trump pardon. @RepHarshbarger got him to pardon her health care fraud husband too.

Kelsey, Casada, Harshbarger… Tennessee Republicans working those pardons hard.

The law no longer applies to them in the Trump era.

Hey @ringwiss.bsky.social @kdbyproxy.bsky.social @americalabs.org @historygosh.bsky.social is there any* way Johnson can gavel in the House to vote on this bill & not immediately have to yield to a privileged motion to swear in Grijalva & then immediately have to deal with the discharge petition?

This corrupted, neoliberal idea of government…

Swarming with lobbyists & drowning in corporate money.

Serving shareholder profit instead of people & planet.

It’s a cancer that belongs to the bin fire of history.

And more & more people are waking up to this.

However, it’s extremely easy for the speaker to block a discharge petition, and Johnson has done it before: just adjourn before the member has a chance to call up the discharge motion.
