One reason I miss living in Portland Maine.. Pedestrians always have the right of way and there are tons of all way stops and 10mph areas, especially around schools and playgrounds. Even if you aren't in a crosswalk you had the right of way, and cars would gladly and cheerfully stop for you to cross
and 20mph is the Moderate Option lmao, my radical but obviously correct opinion is that residential areas should be all-way-stops only and like 10mph
