Okay I've been feeling absolutely crazy all day because how the hell do you get taken if you are president without anyone trying to take you dying? Were he and his wife just chilling alone?
No evidence, but I suspect what's going on here is the Chavista functionaries in government struck some kind of deal where they remain in power, Venezuela opens up more to the United States, and Maduro is the sacrificial lamb both to show American power and to rally Venezuelans around the state.

This doesn't make any damn sense to me, he didn't have any shooters? No bunker? Nothing? Just gave up?

My understanding is slightly different - it was indeed to accommodate Quakers (in the tradition of the Quakers Act 1695 in English law) but the Quaker objection was not to the religious character (swearing before god) but to the idea of having different degrees of honesty under oath vs not.
