Finally got to the end of the transcript and there’s a huge discussion over who exactly is *adding conditions of release* when detainees are being ordered *unconditionally* released by the judges. Le says it’s the field office supervisors…and names David Easterwood of Cities Church fame.

After Voss says that it's ICE's lawyer's who are responsible for for executing orders for release. Judge Blackwell then says "Well, should I call ICE's in-house counsel down here to answer for everything?" Voss then says, para., "I don't think this is a tactic, they're just not trained or managed."
THE COURT: Should I have a hearing and have that agency counsel come down here to answer these questions? Because I do want to know why the orders aren't complied with and why. We take no great pleasure, as a Court, in compiling a list of some 90 or so cases of violations of court orders for release, let alone the ten or so that I had just last week. And I want to figure out how to get to the bottom of where the issue is. Who is it, for example, that's determining that they're going to add conditions on a Court's order for unconditional release? Who is doing that? MS. VOSS: Your Honor, I don't believe there is a policy to do that, so I don't know that that's being made purposefully at a higher level. I believe that's being done operationally by the people who are carrying out the function; and that, if anything, it represents a lack of training and communication from the supervisors down. THE COURT: Well, who's responsible for their training and education? MS. VOSS: Each field office director, Your Honor. I think -- I'm not sure in these particular cases. Usually in the cases, the field office director is named as a respondent. Mr. Easterwood, Ms. Rich is sometimes named as a respondent. THE COURT: Before this operation started, Metro Surge, did the DOJ or DHS anticipate that it would generate a large volume of habeas petitions and court-ordered releases? MS. VOSS: Your Honor, I don't know the answer to that question.

Yeah, it sucks that only 61-65% of the population thinks the ICE murders were unjustified. But only 16-27% think they were. My guess has been 25-33% of the population supports the administration’s invasion, which to me equals broad unpopularity, so I think this tracks.

DHS doesn’t even bother trying to lie well. The man whose skull was shattered told the hospital he’d been struck by ICE officers, an ICE officer told hospital staff the guy “got his sh*t rocked,” then when it became clear how badly he was injured, they claimed he deliberately ran into a wall.
ICE's account of how he was hurt evolved during the time that federal officers were at his bedside. At least one ICE officer told caregivers that Castañeda Mondragón "got his (expletive) rocked" after his Jan. 8 arrest near a St. Paul shopping center, the court filings and a hospital staff member said. His arrest happened a day after the first of two fatal shootings in Minneapolis by immigration officers. The Department of Homeland Security, which includes ICE, did not respond to repeated requests for comment on his injuries. A deportation officer skirted the issue in the court documents, saying that during the intake process at an ICE detention center, it was determined he "had a head injury that required emergency medical treatment." But staff members at Hennepin County Medical Center determined that could not possibly account for the fractures and bleeding throughout the man's 31-year-old's brain, said three nurses familiar with the case. "It was laughable, if there was something to laugh about," said one of the nurses, who spoke to The Associated Press on the condition of anonymity because they were not authorized to discuss patient care. "There was no way this person ran headfirst into a wall." Castañeda Mondragón was alert and speaking, telling staff he was "dragged and mistreated by federal agents," though his condition quickly deteriorated, the documents said. The following week, a Jan. 16 court filing described his condition as minimally responsive and communicative, disoriented and heavily sedated.

(2/3) What this means is that, if Rs refuse to budge and we can't stop the madness, in 2 weeks we can do a DHS-only shutdown.

I know I just said a DHS-only shutdown doesn't stop ICE and CBP, but it's still something that can't go on forever - and it forces the OBBBA funds to be used up faster.
