Melvin pissed off rich people, Frey didn’t. The winner in St. Paul was closer to the political center than the final challenger in Minneapolis.
Difficult for me to wrap my head around Melvin Carter loosing but Jacob Frey winning.
Best partial explanation I can come up with is: when a mayor succeeds in responding to things voters care about lot about (violent crime and encampments in Carter’s case) voters don’t give them credit for it.

TL;DR: 1) tax inheritances & gifts as income; 2) reform philanthropy by enforcing payout rules; 3) limit charitable tax benefits of capital gains — ie align rules so same applies to wealth as income
