Here are some actionable suggestions if publishers want to actually help Black and Brown writers (rather than some publicity stunt that helps one or two people, gives a pat on the head to the publisher, and does nothing for anybody else).

1. Actively hire more Black and Brown people in publishing.

Authors receive a payment every time you borrow a book, audiobook or ebook from libraries in 35 countries. Those countries include the UK, Canada, Ireland, Australia, New Zealand, Denmark, Sweden, Norway and Germany to name but a few. Borrowing a book helps the author’s pocket as well as yours.

This is a great thread with some fantastic advice (and not always the obvious stuff either). It is such a long game. And the advice about all your creative endeavour being a project, not just *this* book, is so important.
Thoughts. Querying’s demanding, then your book may go on submission once you’re agented and not sell, or it may sell to a publisher and then not sell when it’s on the market. (Or you may be with an indie publisher unagented, it doesn’t take off and you sell a very small number.) BUT you’re not done!
