Historically, we've focused a lot on the brutal actions of authoritarian regimes, and today is no different.
Using imagery online of the shooting by an ICE agent in Minneapolis, we’ve created an animated sequence which highlights the approximate positioning of officers and vehicles at the scene. The red dot represents the agent who fired the shots. Yellow dots are other agents who arrived at the scene.

Witnesses say a doctor was at the scene and tried to help the woman who had been shot, but ICE agents refused to let him through. Around 10–15 minutes later, an ambulance arrived but was blocked by ICE vehicles occupying the street.-FOX 9 Minnesota

Law enforcement officers CANNOT use deadly force against a fleeing person fleeing unless they have a reasonable belief that the individual poses a danger to others (e.g., they know the person is armed). Having seen the video (it's not particularly graphic but you don't need to watch this stuff) a pertinent bit I'd add is the geometry of the shooter relative to the car put him very obviously out of the direction of travel
The car is moving prior to the first shot but he's in no danger of being hit

I am in some ways slightly more sympathetic than most to elected Dems right now as people scream Do Something at them, because there really, truly is not all that much they have the power to do at the moment besides yell

Okay having finished up Slow Gods - what a great book overall. The ending at first felt a little bit odd pacing-wise compared to a lot of the rest of the book, but upon reflection I think it was actually fairly perfect in closing out the themes she was aiming at the entire time.
