Honest answer: Almost all 2FA deployed at scale shares one of the fundamental sins of passwords: being phishable. That is, a convincing but fake website can trick someone into giving away a 2FA code.

The grim thing is that indiscriminate bombing worked in Chechnya and Syria. Just have to be insanely brutal in a way the US wasn’t.
Incredible to me that someone can live through the last 20 years and still think that indiscriminately bombing a population is a plausible way to defeat terrorism.
