It's the same thing that happened last time!
I think it is increasingly obvious that federal workers in the beltway + inconveniences at airports were the determinants of this shutdown. You can try to spin 5D logic on this but ultimately it was the dems willing to sellout everyone else for that.

And Dems aren't afraid of their base because they'd rather lose than move an inch to the left. The whole system kinda breaks down if one side doesn't care if they do great harm and the other doesn't mind losing elections.
American politics makes a lot more sense when you realize that the GOP is afraid of pissing off the GOP base, and the Dems are afraid of pissing off the GOP base, but neither party is afraid of pissing off the Dem base.
