I/S is correct. But the underlying issue is that NZ's shonky electricity "market" creates perverse incentives by rewarding the most expensive source of energy in any time slot. So generators (and their shareholders) are incentivised to keep cheap stuff like solar and wind out of the mix.
National is going to raise your power prices to pay for a facility that might never be used, simply to create the illusion that gas has a future and discourage industrial users from switching.
