If I understand correctly, Nevada's logic is that Boring Co. violated the law SO MUCH after its _first_ consent decree, that the fine for all instances would be unduly burdensome, whereas $240,000 should be plenty to deter Elon Musk in the future.
Nevada could’ve fined the company more than $3 million, but regulators are seeking a reduced penalty of $242,800, citing an “extraordinary number of violations.”
