How does Ukraine need to believe in security guarantees in the context of the 1994 Budapest agreement ? In the end it was a dead peace of paper. The US and Russia both didn’t deliver in 2014 and 2022. With 2100 nuclear warheads this would never happened. US and Russia understand only one language.
