There was no doubt that Hungary will be exempted from the Russian sanctions. Orban‘s poll numbers are in the gutter and he is going to need every foreign help. Unfortunately for him is that there more ways to disrupt Russian oil from reaching its destination.

After being hit last night the Lukoil refinery in Volgograd, Russia, has stopped all operations. This has been reported by Reuters.
