Oh, so he's saying its just a trade strategy and not one that is based at all on a national security emergency. And if not an emergency, it necessarily requires Congress to enact legislation as recommended by the Executive. Synthesis=I'd rather turn over Article I powers to Article II office.

It'll be interesting to see the final stats on voters for VA & NJ in particular. I suspect it will have to do less with the base & more to independents & swings again. Which doesn't mean move center but it should scare MAGA because they won't make it in the mids w/o them. They're cooked if true.
