I've seen refugee aid efforts defeat multi-year occupations by regional / national police forces who deployed 30x the amount of resources. Hell I've been part of that.

Per what I read, the thesis of his first book - the "art" of his dealmaking - is that once you reach an agreement with the other party it's time to start cheating and stealing and breaking the deal, so they'll come back to the negotiating table and start over from what had been the middle ground.
