The "f" in "f stop" refers to the focal length of the lens, which you divide by the length of the lens' aperture to get a dimensionless constant.

A 50mm lens with a 50mm aperture is called "f/1.0"

A 69mm lens with a 69mm aperture is called "f/1.0"

A 12 inch lens with 12 inch aperture is "f/1.0"

We could have started at a more elementary level by taking the operator simply as 1 (which is dimensionless) and a coupling constant whose dimension is [Energy]^4 .
