People are experiencing ICE the way we've always experienced the police. It's a new feeling for them. That law enforcement is not here to protect you, but explicitly sent to fuck you up. Violence budgets are over-inflated as is. Piling on more money to further professionalize the people committing the violence doesn't change the core dynamics: what they're there to do, who they target, and what they can get away with doing. Polishing impunity just makes the unaffected feel better.
