Also while technical folks are great, we had a world class team of career fed account managers & federal acquisition experts also embedded who understood the minefields and were legitimately indispensable to doing this work.

Without them, none of this tech delivery stuff happens.

In a post-mortem mode. Here's a few factoids you probably didn't know about 18F and the cost-recovery biz model and the perils surrounding it:

18F wasn't allowed to direct reach out directly, agencies had to find us first.

Every deal req. an inter-agency agreement which could take MONTHS to sign
I will be the first to admit that I've had problems with 18F and wish it did things differently or better at times, but I can say without reservation that getting rid of them is one of the strongest signs that all this bullshit is politically motivated, in case you still needed to be persuaded.
