The political thing to do would be one big nut-cutting thing out of the gate. Spend some money, do more. And so on. With a sword-and-branch approach they could have been safe for years.
People tend to say "My god, all this and we're only four months in," and I understand the terror associated with how much time is left for things to get even worse. But there's another way of viewing it, which is that his bag of tricks (and targets) isn't bottomless, and he's emptied it too fast.
