This is only going to increase homelessness. Huge lack of social rental housing with no sign of the volume required coming anytime soon. Local Housing Allowance not increased to reflect true rents leave hundreds of pounds deficit each month for those renting in the private sector.

🏠 What is the Local Housing Allowance ‘affordability gap’ and why is it growing? 🏠
ocal Housing Allowance (LHA) determines the maximum amount of benefit support that private renting families in Britain can receive. In 2012, LHA levels were linked to the 30th percentile of local rents and revised annually to reflect market changes. But since the systematic link with market rents was broken 13 years ago, the Government has frozen LHA rates eight times, and repegged to the market level just twice (in 2020 and 2024). Since current LHA rates (based on September 2023 rent levels) came into effect in April 2024, rents have been rising fast. This has created a average 14% affordability gap between LHA rates and local rents. Next year this gap is forecast to pass the previous record of 17% – equivalent to £120 per month for a typical renter of a two-bedroom property. By 2029-30 the gap will reach 25%, amounting to to an average £180/month if no action is taken in the meantime. The ongoing freeze in LHA rates will ratchet up the burden on lower-income private renters in Britain and risks wiping out any income gains from the welcome boosts to both the National Living Wage and the standard allowance in Universal Credit (UC). The extra pressure on renters also risks increasing the number of households in temporary accommodation, which has reached a record high in England of 132,000, and cost councils in England £2.8 billion last year. The unprecedented size of the expected affordability gap make freezing LHA until at least 2029-30 a fiscal fiction. The Government will inevitably have to act before that point in response to acute pressure on households’ living standards and local authorities’ finances. So, instead of making ad hoc adjustments to LHA rates when these pressures get too great, the fiscal forecast should be set on a realistic basis by accounting for the cost of annual LHA uprating, expected to be £2.5 billion by 2029-30.

BBC News Covid Inquiry Summary • The UK Covid-19 Inquiry says the government response to the pandemic in March 2020 was "too little, too late" • The inquiry report says imposing lockdown a week earlier could have saved 23,000 lives in the first wave in England • But the inquiry also says lockdown could have been avoided altogether if steps such as social distancing and isolation had been introduced earlier - the inquiry chair, Baroness Hallett, calls February 2020 a "lost month" • The report adds that a failure to learn from mistakes during later waves of the pandemic was "inexcusable" • A "toxic and chaotic culture" in the UK government affected decision-making, it adds, saying that then-Prime Minister Boris Johnson failed to tackle and sometimes "actively [encouraged] it”.

Home... for now? 128,000 households are living in temporary accommodation. That’s a 160% increase from 2010. This is placing financial strain on local authorities, who spent £2.3 billion on temporary accommodation 2023-24. It’s one of the reasons more councils have needed to seek emergency financial support from the Government. Many households already spend years in temporary housing, not knowing where they’ll be living long-term and dreading being uprooted from their support network. The decline of social renting In 1992-93, 87% of below-market rental homes were available for social rent. By, 2023-24 that had dropped to only 16%. At the Spending Review, the Government’ allocated £39 billion to affordable homes over the next 10 years, the highest in annual terms since 2011. With 60% of that funding earmarked for social rent, it looks as though this imbalance could begin to unwind during this parliament. Benefits falling short While private rents have increased by 54% since 2013, Local Housing Allowance (LHA) rates have only gone up by 36% and have been repeatedly frozen. Nearly half (48 per cent) of privately renting families in receipt of Universal Credit do not get their housing cost covered by LHA With LHA once again frozen, more and more households will continue to struggle with the cost of housing. Full nest syndrome Half of 18-29-year-olds are still living with their parents, up 10 percentage points since 1994–95 One important factor driving this is the high rental price growth post-pandemic. Each month since September 2022 has seen annual average rent price growth of 5 per cent or more in the UK. As a result, a 19–29-year-old living in the private rented sector last year spent on average more than a third (34 per cent) of their income on housing.
