Simple Maths for Historians (Wes Streeting)
Resident Drs used to be paid £100
They lost 35% = £65
Even if the pay increased 28.9% of £65 = £83.78

As an unwell disabled unpaid carer who's had no choice than defer 2 spinal neurosurgeries for 6 months, due to care left down and nobody caring enough to get that addressed to date, this certainly does not surprise me.
Not everything has to be cost effective. Society is about caring too!
