We did something like this in the books. A progressive female candidate from Andoria wins the UFP presidency, butts heads with Starfleet and the council — and eventually she helps Bashir and a Trill journalist named Ozla Graniv destroy Section31 and put its people on trial in civilian courts.
Basically, the idea is that a new Zorhan-style politician becomes President of the Federation and tries to push it in a more socialist direction. But week to week they keep running into the Federation’s colonialist impulses—and the shadow work of Section 31.
