Just a vicious, lawless regime.

The spectacle of masked gangs of state vigilantes, ripping people out of cars in full view of the street, is a terrible reminder of how quickly the unthinkable can become normal in a democratic society.
Agents in Key Largo, Florida ripped this woman wearing medical scrubs out of her car as she screamed she is a US citizen. Agents cuffed her and put her in one of their cars.

She was eventually let go, per David Goodhue of the Miami Herald, who also took this footage:

If you want to improve productivity then you certainly don't want to arbitrarily kill or maim people on roads. Its a huge cost to society. 20mph/30kmh hardly impacts journey times in real world traffic and makes urban/village roads far more attractive for healthy walking and cycling.

A very typical Dutch one-stage crossing. In the UK cyclists often get two or more crossing stages at busy roads. If drivers aren’t expected to stop halfway, why should bikes or pedestrians? Two-stage crossings exist to keep cars moving, not people safe.

Low Traffic Neighbourhoods and cycle lanes don't 'restrict freedom', they expand it.
