I just want to note that Charlie Kirk, an individual who never wore a uniform or served the public, was given far more public tributes and memorials than Spc. Sarah Beckstrom, who was shot and killed doing a job she should not have been asked to do.

While the Geneva Convention does state that hors de combat protection only applies "provided [the individual] abstains from any hostile act and does not attempt to escape", I don't see how people clinging to the side of a wrecked boat could do either. This is a dipshit trying to find the loophole.

During WWII, Hitler "strongly suggested" that official Kriegsmarine policy would be to sink lifeboats of Allied vessels sunk by U-Boats. Karl Dönitz countermanded him, realizing that indiscriminate killing of unarmed survivors would mean German survivors would also be killed if their sub was sunk.
You're not seeing the defense and international conflict experts disagreeing because if the facts are true, it's one of the most basic things in the law of armed conflict: You cannot kill people who are "hors de combat," taken out of the game by injury or attack. This is Geneva 101 stuff.
