Yes. And the people witnessing these abductions should call 911 and report them as such. Even if no such law has been passed. They have to respond.
Blue states need to immediately pass a law directing state law enforcement officers to detain anyone performing an arrest or detention in public while masked or failing to visibly display identifying credentials, for the purpose of protecting public safety. And yes, they can do so.
