Against many Fed officials' estimate that the longer run neutral interest rate has risen, the NY Fed's latest update of on of its R-Star models finds a decline to 0.8% in fourth quarter. If that's right, it points to pretty restrictive monetary policy, although it's very much a matter of debate.
