At some point, incompetence and deliberate indifference to the law reaches a point where it is indistinguishable from deliberate misconduct. This is why you don’t hand a complex matter to someone who has never presented to a grand jury before.

Our rules of professional conduct say it’s unethical to take on a matter you’re not competent to handle. I, for instance, wouldn’t agree to submit a client’s trademark registration application. I think I’m a good lawyer, but that’s not my field.

Anyway, about Lindsay Halligan…
Pretty clear from context that she told the grand jury that it was Comey's fault she couldn't explain the evidence because Comey refused to talk to investigators about it, which is just outrageous

A grim comedic aspect of Mag Judge Fitzpatrick's ruling in Comey's case, finding that Halligan "potentially undermine[d] the integrity of the grand jury" with "fundamental misstatements of the law," is that AG Bondi purported to review those minutes & to ratify everything Halligan did—twice.

If Halligan was not competent to handle this matter, supposedly of substantial importance to no less than the President of the United States, she acted unethically and faces discipline. If she was dishonest, she acted unethically and faces discipline. It's not obvious there's a third possibility.
