I think a lot of people are misinterpreting "dog that hasn't barked". It's a Sherlock Holmes reference and I'm pretty sure from the context he's using it correctly: something conspicuous due to its absence. Eg, "it's weird they're talking about everyone except Trump when he did so much with me"
