According to the Pioneer Press, they're both operated by an indigenous tribe, the Mille Lacs Band of Ojibwe.

This exact thing happened to my friend this morning. He was just taking a pre-dawn walk when ICE jumped him from multiple vehicles. Only because he had his ID on them did they let him go.
Having seen several abductions up close, it is really hard to convey how much the thing they’re doing is roaming in military convoys until they see someone who is alone and isn’t white, and then jumping out in large numbers, pulling them into a van, and screeching off, all in 90 seconds or so.
"“They specifically asked me if I knew where the Hmong families lived on my street & in the neighborhood.” Lugert-Thom responded, “I don’t know anything about that” & she said they then asked, “Well, what about the Asian families?”"

"“I was a bit shaken & a bit shocked of what I was asked to do.”"

The refugees arrested through this program are in the country legally. They entered as refugees, having been fully screened and vetted and on a path to a green card already.

Now the Trump admin is detaining an unknown number; USCIS says they may be targeting as many as 5,600 people.
