I was wondering if they were just using any photo of women before the Second Wave ("pre-feminism" in the way Weiss means it) and this seems a wild misreading of Beatlemania. It was novel at the time to have women publicly express (implicitly sexual) desire at all
Okay, apart from everything else... the photo choice? The image seemed familiar, so I checked and... it's a photo of Beatles fans waiting for the band's arrival at San Francisco International Airport in August 1964. Strange.

I assure you, it is quite easy to find conservative-leaning lawyers who aren't absolute freaks with deeply-held views so creepy most people don't even know such views exist. But this is who they nominate instead.
