The first time someone was sexually improper with me,
I was six and so was the other kid, who was my same AGAB.
I was lucky in that it was trivial and didn't deeply impact me.
The idea that kids understand consent without being taught is toxic and harmful.

This is a fallacy regarding Reagan. He had little desire to help gay men or drug addicts and his polies reflect his lack of decency. He also really didn't care about average people, also reflected in his policies. You're not making the point you think you're making.

Because Christianity is so dominant and saturated in the culture, people can't really see whats going on. But tbh you should look at Christians who enact policies like this the same way you look at ancient cultures that engaged in ritual human sacrifice.
