open worlds can be more fun to explore when they're small so they can afford to put novelty in every corner. Think A Short Hike, Zelda 1, Animal Crossing... even just open levels like Pikmin's or Banjo-Kazooie's still provide a sense of exploratory freedom while keeping scope in check
