It's also worth noting that he's not got the energy to act like he's aware of his surroundings all the time, you can see him sort of tuning in every minute or so, then tuning straight back out.

I really think his great fear is that if he's forced to pay it back, there will be records of what was paid back, and it'll be <5% of what he's claiming was raised.

The argument here, and it's such a stupid argument that it's almost impossible to hold in a sentient mind, is that it's unfair that the government directs more healthcare resources at people who need to be treated for illness and injury than those who don't.
Cassidy: "The president is proposing that we take the $26b that would be going to insurance companies if we just do an extension and give it directly to the American people in which 100% of the money is used for them to purchase healthcare on their own terms. That makes them an informed consumer."
