This seems flatly indistinguishable from having them perform ordinary law-enforcement functions, which is (wait for it) illegal. Absent an invocation of the Insurrection Act, military cannot enforce domestic law against civilians.
ICE appears to confirm that California National Guard are being used to provide security to ICE officers during immigration arrest operations.

Honestly, I had completely forgotten about cloture and that it was the mechanism by which the Republicans hamstrung everything Obama tried to do in his second term, so this thread is worth reviewing.
The number of people who respond to this with “filibusters do nothing” or “they have to vote no!” makes me think that way too many people do not understand current Senate rules.
Calling my senators and telling them to filibuster the SAVE act.
