He's using the CIA as an end-run around Congress. Trump installed Michael Ellis as General Counsel of the CIA back in September and got him to write a memo saying these attacks are legal. Ellis was part of the group that hid the "perfect" phone call with Zelenskyy that led to Trump's 1st impeachment

Fox reports that that while many of the redactions to the Epstein Files were made to protect victims’ identities, “the same redaction standards were applied to politically exposed individuals and government officials.”

In this context, though, I think he means that they're going to prove his claims the way they "proved" the Russia probe was a hoax after he returned to office: releasing misrepresented and misleading information that undermines the truth of the subject.
Trump, who was president during the 2020 election he falsely says was “rigged,” has been promising the imminent release of evidence to support his claim ever since.
