This is an idea I have long pondered! Love this!
Do not turn away. Look at the small boats. Ask who the people are on those boats. Silence is complicity.
Important to notice: killing random people at sea has a purpose: desensitize the electorate to the dictator killing people. Which can then turn into normalizing threats to kill political opponents, which then leads to actual political executions.

Covering Jamal Khashoggi's murder was one of the most disturbing things I've worked on. Hearing Trump say he was "extremely controversial" and people "didn't like him" is chilling. Hard to take any other way than he thinks there is moral ambiguity in the murder of a journalist.
