That means service members are legally barred from saying, "I am not opposed to all war, just this specific deployment."

In other words, you have to demonstrate, before a panel, that your view on *all* war has fundamentally changed since you signed your contract.

A few things about conscientious objector status, because it's not a realistic option for most service members who may oppose a deployment to Minnesota:

First, it's a long, invasive, investigatory process.

Second, the U.S. does not recognize selective conscientuous objection.
If you're a soldier in the 11th Airborne Division being ordered to prep for deployment to Minnesota or Greenland, remember that you have the right to apply for conscientious objector status.

If you conscientiously object to this specific deployment to Minneapolis, a better option might be to simply be a nice person during the execution of your duties. Smile. Take friendly photos with Minneapolis residents. (ICE and CBP will hate this.)
